It’s always great to know that people actually read our posts here especially concerned authorities who are in the middle of important issues in our neighborhood.
Here is an email from Barangay BF in response to an earlier post we made regarding a villager getting alarmed with the tree cutting in BF:
Dear Alabang Bulletin:
Good day!
This is in response to one of the articles in the Alabang Bulletin blog dated last November 25, 2010 entitled “Villager complains about tree cutting in BF Homes.” We would like to clarify that the only tree cut by the barangay was the acacia tree located in President’s Avenue near Tahanan Village. And this was done as requested by Ms. Elizabeth Kumagai of #17 Presidents’ Ave. Tahanan Village, the landowner where the tree was located. The barangay coordinated with the office of the DENR Forest Management Bureau and was granted permit number DNF-UFD-C/B P# 10-10-152 last October 14, 2010 before proceeding to remove the tree. The reasons for cutting down the tree are as follows:
A.) When Typhoon Basyang struck the country last July 2010, it uprooted the tree and damaged its roots thereby causing the tree to deteriorate rapidly.
B.) Though efforts were undertaken to preserve the tree (i.e. staking/cabling of the trunk), the canal pipe-laying under the acacia tree loosened the soil and the roots holding the foundation of said tree.
C.) Since the tree has been permanently uprooted, it cannot strongly hold on to the soil and pose a danger on properties nearby, unsuspecting pedestrians and cars should a strong wind upset its balance.
The DENR approved the above-mentioned reasons for removing the tree and the public can double-check this with the DENR Forest Management Bureau by calling them at 440-9977 or they can proceed to the Barangay Hall and ask for a copy of the written permit. All other options were considered in preserving the tree. Since it endured years of damage to its soil and roots, it was concluded that the tree is beyond saving.
We would like to assure the public and the residents of BF Homes that the Barangay has taken all necessary steps to ensure that no environmental laws were violated in the removal of the acacia tree. All the permits were secured before cutting operations began. We hope this satisfies the concerns of the general public. We would also like to thank this blog for serving as a medium for residents of Barangay BF to air their concerns. Any feedback is welcomed by Barangay BF Homes in order to better serve their constituents. Close this MANILA, Philippines – (UPDATE) Lauro Vizconde should name the Supreme Court Justice who was trying to convince his colleagues to reverse the life sentence ruling by a lower court against the convicted killer of his wife and two daughters.
The challenge came from the Supreme Court and former Senator Freddie Webb, father of Hubert Webb who has been in prison for the last 15 years after he and six others were found guilty of murdering Estrellita Vizconde and her daughters Carmela, 18, and Jennifer, 7, in June 1991.
Quoting lawyer Midas Marquez, spokesman and court administrator for the high tribunal, Radyo Inquirer reported that Vizconde should prove his allegation, which although “hearsay” was a serious claim that required proof.
Marquez said it was obvious that Vizconde was referring to Associate Justice Antonio Carpio, a known close friend of the Webbs, according to Radyo Inquirer.
Marquez was quoted as saying that although Carpio testified for Hubert Webb during the trial, Carpio was not yet a member of the Supreme Court at that time.
When the case of Hubert Webb was referred to the Supreme Court, Carpio who was already an associate justice inhibited himself, the report quoted Marquez as saying.
Marquez believes that the high court will rule based on the evidence presented and not on any form of lobbying, the report said.
In a Radyo Inquirer interview earlier on Friday, former Senator Freddie Webb said that Vizconde said a lot of untruths.
“Napakadami niyang sinabi na di makatotohanan, masakit din naman
lalung-lalo na sa mga members na kanyang binabanggit [He has said a lot of things that are not truthful, this is causing pain as well, especially to the members he is referring to],” Webb said.
Vizconde “should bare” his sources to be fair to them, said the older Webb, now a broadcaster.
The former senator cautioned Vizconde to be careful about his allegations and challenged him to identify the high court magistrate involved.
Vizconde expressed fears that that the Supreme Court would reverse its decision because one of its justices was allegedly trying to convince colleagues to reverse the ruling of Paranaque Judge Amelita Tolentino.
Vizconde refused to identify the justice who was allegedly doing the rounds but said that this justice testified in favor of Webb during the trial at the sala of Tolentino, now a justice of the Court of Appeals.
The widower also did not identify the Supreme Court justice who told him of the purported on-going effort to have Webb acquitted.
But the former senator reiterated that was impossible for his son to be involved in the murders because he was in the United States when it happened.
He said his family released all records furnished by the Federal Bureau of Investigation, which detailed his son’s activities for the whole month of June in 1991 when he was in the US.
“We made public all these reports, that’s why it’s unbelievable [that] he’s still jailed,” he added.
But Webb said he and his family remained steadfast in their belief that his son would be reunited with them.
“We don’t know where this case is gonna go . . . but have faith, things happen in God’s time,” said the older Webb.
When asked whether there was a time when he wanted to take justice in how own hands, Webb said, “I have to answer you truthfully, it has crossed my mind, but what keeps me sane is my trust in the Lord. Sometimes, you get to the point when you don’t believe anymore [in the justice system],” he said.
Asked if he still felt bitterness towards Vizconde, the former lawmaker said, “I always say wholeheartedly that I sympathize with them, I could not imagine what he went through. But I hope he feels also what my family, what Hubert is going through, he’s been jailed for 15 years even if he is innocent,” Webb said.
Asked anew if he could forgive the judge who gave the life sentence to his son, he said, “That’s very difficult to answer.”

MANILA, Philippines—(UPDATE) Lauro Vizconde fears that the men who killed his wife and two daughters in 1991 may be freed because a Supreme Court justice is purportedly trying to convince colleagues to reverse the conviction issued by then Parañaque Judge Amelita Tolentino.
Vizconde refused to identify the justice who had inhibited himself from the case, but said that before the latter became an official of the tribunal, he testified in favor of principal accused Hubert Webb during the trial at the sala of Tolentino, who is now a justice of the Court of Appeals.
The widower claimed in separate interviews on Thursday with the Philippine Daily Inquirer at his residence in BF Homes, Parañaque City, and Radyo Inquirer over “Kumpadres” with Willy Matawaran and Chito dela Vega that it was another Supreme Court justice who had told him of the purported ongoing effort to have Webb acquitted.
He also said his relatives were disturbed by efforts of Webb’s supporters to gather sympathy for the rape-murder convict via social networking sites like Facebook and Flickr. (See related story on this channel).
A “Justice for Hubert” webpage on Facebook, for example, features videos of Webb in Disneyland bearing the date July 3, 1991, and footage of him at Lake Tahoe dated April 6, 1991, in an apparent effort to show he was somewhere else when the crime was committed.
Webb and at least six others were given life sentences for the murders of Estrellita Vizconde and her daughters Carmela, 18, and Jennifer, 7, in June 1991.
Mother and daughters died of multiple stab wounds. Carmela was said to have also been raped before being stabbed. (See What Went Before on this channel).
Late October, Webb’s lawyers submitted a motion for acquittal, claiming his constitutional right was violated when the state, “through negligence or willful suppression, failed to produce the semen sample that could have proven [his] innocence.”
‘Ginagapang’ (Strongly lobbied)
Speaking in Filipino, Vizconde said “so many things can still happen because some forces are out there to reverse the truth.”
He claimed that the justice helping Webb was using the delay caused by the Supreme Court’s decision to defer a review of the case to convince other justices to reverse the conviction.
“There are some people, especially those with ties to the accused, who are moving [to cause an acquittal],” Vizconde said. “These people are being seen with a justice who testified [in favor of the defense]. He is the one trying to find a way to influence the outcome of the review, I believe.”
Aside from being a witness for the defense, the justice is related by affinity to Webb. The justice’s wife is a cousin of the convict’s mother, Vizconde said.
Reached for comment, Supreme Court spokesman Jose Midas Marquez said: “I think that is pure speculation. I don’t think any justice can influence another in deciding the guilt or innocence of an accused. And justices are known to decide in accordance with their respective conscience.”
The widower said it was his anxiety over the outcome of the case that had forced him to go to the media.
Asked whether he believed that the justice was taking advantage of the delay in the resolution of the case, Vizconde replied in the affirmative with certainty: “Tiyak na sinasamantala. Hindi lang ginagapang, inaayos niya.( I am very sure he’s taking advantage. He’s lobbying and fixing the case.)”
Asked again why he seemed so sure, Vizconde said his “reliable information” had come from another justice of the high court.
Vizconde also said the Internet webpages indicating sympathy for Webb were “an obvious attempt at mind conditioning.”
“My relatives said the contents insist on his innocence. They want to change public perception,” he complained.
Vigil for justice
Vizconde and a number of sympathizers kept vigil in front of the Supreme Court building in Manila on Monday night, in anticipation of the tribunal’s final decision on the case.
But the move was not meant to put pressure on the high court, Vizconde said.
“I just want justice for my lost loved ones,” he said, adding:
“I am appealing to the justices. We had our vigil rally just to remind them that we are praying that the Lord may enlighten their mind so they will pass a fair and just resolution.
“There was no intention to interfere in their decision. We would like to show them that we are praying at least to get a just and fair resolution. I think it was misinterpreted by the justices, that we are pressuring them. But no, that’s not our [intention].” With a report from Inquirer Research and Nikko Dizon
