No more motels in Muntinlupa – City Hall

MUNTINLUPA CITY, May 20 (PIA) – This may be good news to housewives and girlfriends of lothario husbands and boyfriends; it may also be good news to moralists and do gooders.
The city government of Muntinlupa recently issued Executive Order No. 8 banning issuance of business permits to construct new motels and inns in the city.
Muntinlupa City Mayor Aldrin L. San Pedro signed the order that aims to protect the morality and welfare of the public, especially the women and children of the city.
San Pedro said the issuance of said order will help prevent, and eventually stop, prostitution that victimizes young women and even children.
Meanwhile, Gabriela Women’s Party lauded the move saying the issuance of said order protects the dignity of women. The women’s group was also thankful for the mayor’s idealistic leadership.
The executive order was based on City Ordinance No. 88-01 which prohibits obscene shows in movie houses, entertainment centers, and food centers or in any private places.
The ordinance also banned selling of porn magazines and posting of sexy billboard ads within the city. (Muntinlupa-PIO/RJB/JEG-PIA NCR)

Munti City Hall returns “anti-condom ordinance” to Barangay Ayala Alabang

On May 24, 2011, the Muntinlupa City Council remanded to the Barangay Ayala Alabang its ordinance 2 -2011 due to the following reasons:
a. The ordinance has two (2) titles, i.e. a) the protection of the unborn & b) regulation of sale and distribution of condoms and contraceptives to minors. This is an procedural infirmity in the sense that there should only be one title.
b. Curtailing the sale of condoms and contraceptive to minors could put the minors in a graver predicament due to the impulsive and reckless behavior of these minors.
c. Only the FDA under R.A. 9711 has the authority to regulate the sale and distribution of contraceptives.
d. Condoms are considered to be general merchandise items and again only upon a verified complaint before FDA can after due process act on the regulation of certain brands which may be found wanting of quality.
e. The barangay has not shown any justification that would show how the prohibition and sale of condoms and contraceptives could contribute to the prevention of an evil the barangay is seeking to prevent.
f. The prohibition of condoms and contraceptives cannot be compared to the prohibition of sale of alcohol and tobacco to minors as health effects are not the same. Furthermore, these condoms and contraceptives carry the recognition by the FDA that these products are safe.
g. Parental rights must extend to the rights of parents to raise, nurture, discipline and influence their children in the way they want to.

Maynilad offers water to NAIA; Will they dig holes on the runway too?

MANILA, Philippines—Maynilad Water Services Inc. (Maynilad) is offering a water connection to the Ninoy Aquino International Airport terminals to promote water safety and a good image to the airports located in Pasay and Parañaque.
The NAIA-1 airport was especially mentioned as it has been sourcing its water from deep wells.
The water services company has sent a leak detection team to assess the condition of the pipes in NAIA-1. Initial reports showed extensive damage in the pipes.
Maynilad is currently determining how best to assist NAIA should it choose to connect to the water provider’s network.
In a statement, Maynilad president and CEO Ricky Vargas expressed hope that a connection agreement could push through immediately to promote water safety and a clean image of the country’s airports.
Maynilad executives have apparently met with NAIA officials.
“In the coming days, Maynilad will also be submitting a proposal to NAIA on how the parties can proceed with the connection,” the water provider said.
The meeting was set up after Maynilad chairman Manny Pangilinan noticed “diggings” at the NAIA-1. The Filipino tycoon arrived Saturday from a business trip in Hong Kong and was told of the “waterless” restrooms at the 28-year old terminal.
After learning that the airport has been taking its water supply from deep wells, Pangilinan offered the assistance of the West Zone concessionaire, owned and managed by the Pangilinan-led Metro Pacific Investments Corp.
“To a certain extent, the state of our airports is a reflection on how progressive we are as a country. No amount of marketing and advertising can improve our image if we cannot even provide tourists basic amenities such as running water and clean restrooms,” Vargas said.
Vargas also stressed the risks of using deep-well water. “Water from most deep wells is not well treated or regularly monitored, unlike ours. The water we supply passes through a stringent treatment process and the Department of Health regularly checks the potability of our supply,” Vargas said.
Maynilad is the concessionaire of the Metropolitan Waterworks and Sewerage System (MWSS) for the West Zone of the Greater Manila Area, which is composed of the cities of Manila (all but portions of San Andres and Sta. Ana), Quezon City (west of San Juan River, West Avenue, EDSA, Congressional, Mindanao Avenue, the northern part starting from the districts of the Holy Spirit and Batasan Hills), Makati (west of South Super Hi-way), Caloocan, Pasay, Parañaque, Las Piñas, Muntinlupa, Valenzuela, Navotas and Malabon, all in Metro Manila; and Cavite City and the towns of Bacoor, Imus, Kawit, Noveleta and Rosario, all in Cavite province.

The Parañaque City Government, in cooperation with the Nat’l. Risk Reduction & Disaster Management Council, Office of Civil Defense, DILG, Phil. Red Cross (P’que Branch-Rizal Chapter) and barangay government units sponsored back-to-back trainings on disaster preparedness.
The seminar on First Aid, Basic Life Support and ambulance operations had members of barangay disaster brigades, Bernabe Quick Response Team, P’que DepEd employees and Parañaque Diocese personnel as participants while the training on disaster management was attended by Parañaque Disaster Risk Reduction & Management Council (PDRRMC) committee heads and barangay chairpersons.
The trainings were handled by instructors from the Parañaque Red Cross, P’que Elite Rescue Unit (P.E.R.U.), Pasig Rescue Head Richie Angeles, OCD-NCR Training Head Edna Conda and OCD-NCR Dir. Susan Cruz.
