A reader again called our attention regarding another Bukas Kotse Gang incident at the Molito Complex in Alabang.

Here is the actual email:

We went to Chowking(in Molito Madrigal Oct. 22, 2011 7:00AM) to have breakfast. We Parked our car in front of Chowking, then we ate.

When we came back to the car, we noticed our belongings(Iphone-Blackberry-Doppler-5000pesos) are gone. When we arrived the car park is full, when we are about to leave the only car left is ours.

I approached the manager of Chowking and asked if they have a CCTV, He said they don’t have one and they don’t also have their own security guard. 

Afterwards we proceed to the police station to file a report, we have learned that there are similar reports that have been filed already.

What is wrong in the picture here again? You tell us. The fact that there was no guard in the establishment? The fact that there is no CCTV in the area or the fact that this has happened again and again?

If the establishments are not doing what they should be doing for their customers, let us just all be careful when eating in that area in Alabang. Or just visit other outlets that can give you the security that we as customers deserve.

The Parañaque City Union of Cooperatives, Parañaque Federation of Credit Cooperatives, Unified Marketing Services Cooperative of Fishermen’s Wharf in cooperation with the City Government of Parañaque and the Parañaque Cooperative Development Council will stage its Koop Fun Run on October 29, 2011, starting at 4:00 AM from SM City Sucat.

The event is sponsored by Petronas Lubricants and Airlift Asia Services Employees MPC.

The fun run is part of the many activities lined-up in connection with the celebration of Cooperative Month in the City.

Inspired by the themes “Transformative Cooperatives: Advancing People, Planet, Prosperity and Peace” and “Kooperatiba: Sama-sama sa Pagkandili ng Kalikasan”, the fun run is open to coop and non-coop members who are between 18 -65 years of age and physically fit.

It has a 3Km category for women and 5Km event for men.

“The cooperative movement continues to touch the lives of citizens, make businesses prosper and contribute to the development of the city. We call on our citizens to take part in the activity in support of our local coops; to help save the environment; and to promote a healthy lifestyle.”, Mayor Jun Bernabe said.

Interested parties can register at the Escuela De San Dionisio; San Dioniso Credit Cooperative Main Bldg in Brgy. San Dioniso, Parañaque Federation of Credit Cooperatives in Brgy. San Isidro; and Unified Marketing Service Cooperative of Parañaque Fishermen’s Wharf in Brgy. La Huerta.

The registration fees are as follows:

Up to October 22, 2011: For P’que cooperatives:

Member of any secondary coop-P250.00 per participant; non-member of any secondary coop-P350.

For non-Parañaque coops: Member P300.00; non-member P400. From October 23, including on-site registration:

For P’que coops: Member-P350; non-member-P450.00.

For non-P’que coops: Member-P450; non-member-P500.00.

Petronas products, trophies or medals plus cash prizes await the winners: 5K Men’s Category P3,000 (First Prize); P2,500 (second); P1,500 (third); P1,000 (fourth); and P500 (fifth). 3K Women’s Category: 1st Prize-P2,500 ; 2nd-P2,000; 3rd-P1,500; 4th-P1,000; and 5th-P500.

DECLARING MONDAY, 7 NOVEMBER 2011, AS A REGULAR HOLIDAY THROUGHOUT THE COUNTRY, IN OBSERVANCE OF EIDUL ADHA (FEAST OF SACRIFICE)

WHEREAS, Republic Act No. 9849 provides that Eidul Adha shall be celebrated as a regular holiday;

WHEREAS, Eidul Adha is one of the two greatest feasts of Islam;

WHEREAS, the date of the festival based on the declaration made by Saudi Arabia’s highest religious body is on 6 November 2011;

WHEREAS, the National Commission on Muslim Filipinos (NCMF) recommended that the observance of Eidul Adha be on 7 November 2011 and the Eidul Adha prayer held on 6 November 2011;

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Monday, 7 November 2011, as a regular holiday throughout the country, in observance of Eidul Adha (Feast of Sacrifice).

THE House of Representatives has approved on final reading a bill amending the Comprehensive Dangerous Drugs Act 2002 to avoid the dismissal of drug charges due to mere violation of custody and disposition of evidence like what happened in the case of the “Alabang Boys.”

“This is to provide clear procedures for the custody and disposition of dangerous drugs thereby preserving the evidentiary value of confiscated items. To prevent the dismissal of drug cases due to the failure of law enforcers to follow the stringent requirements of Section 21 of RA No. 9165,” Speaker Feliciano Belmonte Jr. said.

Under House Bill 4660, the presence of one witness to a drug bust and the inventory of seized drugs will be sufficient to prove the arrest and filing of charges against a suspected narcotics dealer.

The present set-up requires at least three witnesses from the media, Department of Justice and an elective public official during the inventory of drugs or drug paraphernalia after a raid or bust.

HB 4660 also removes the 24-hour ultimatum for a forensic laboratory to present certifications of the seized substances and allows physical inventory of seized items to be conducted at the place where the search warrant is served, at the nearest police station or at the nearest office of the apprehending officer.

Belmonte said the proposed law is needed because “bungling a drug case to favor the suspected drug trafficker will have to be dealt with seriously.”

The bill was approved following a decision of Muntinlupa Regional Trial Court Branch 24 Judge Juanita Guerrero to dismiss charges against Richard Brodett and Jorge Joseph because of the prosecution’s failure to preserve the evidence.

In her decision, Guerrero cited the failure of the prosecution to establish the links in the chain of custody of the illegal drugs that were allegedly confiscated from Brodett and Joseph when they were arrested for alleged possession and sale of 60 “ecstasy” tablets in a raid in Alabang, Muntinlupa City on Sept. 20, 2008. – Wendell Vigilia
