Two kids die in Las Pinas fire

MANILA, Philippines – Two children died after being a trapped in a burning house in Las Piñas City before dawn Thursday.
Eloisa Mae Bialza, 9, and Marc Elvis Bialza, 7, died after a fire struck their house in Lorenzo Compound in Barangay Talon Uno.
Marilou Bialza, mother of the victims, said there was a lit candle on the first floor of the house, but she claimed to have put it out.
Marilou said about an hour later, flames engulfed the first floor after she heard a loud thump.
Marilou’s children, who were sleeping at the time the blaze started, were trapped on the second floor. It was not clear how Marilou got out of the house.
Eloisa Mae and Marc Elvis were seen crying for help, but could not get out because of the grills of their room window. The rescuers were unable to save them from the fire, which lasted for about an hour.
The victims were found hugging each other, but their bodies were not charred from the fire. This led officials to conclude that the two children died of suffocation.
Meanwhile, Marilou was sent to Las Piñas General Hospital for treatment. Her husband is an overseas worker.
The remains of the two victims were brought to Funeraria Filipinas for autopsy. – report from Jacque Manabat, ABS-CBN News

MANILA, Philippines—An argument over a chair resulted in the arrest on Christmas eve of a bank security guard who was one of four men who allegedly mauled and stabbed two binge drinkers in Muntinlupa City.
Remegio Calcaña, 44, an employee of the Ultra security agency, who was assigned to the United Coconut Planters Bank branch at the Madrigal Business Park along Alabang-Zapote Road, Alabang, in Muntinlupa City, was arrested and jailed while his three other alleged cohorts escaped.
Calcaña’s co-workers at the bank—janitor Ronnel Cesar; and fellow security guards Joel Viray, 40, and Archie Rivera, 31—are the subject of a manhunt by the Muntinlupa City police.
Their alleged victims—Philip Evangelista, 36, a driver, of Alabang, Muntinlupa City; and Mark Castillo, 32, of Barangay Magsaysay, Tondo, in Manila—remain confined at the Ospital ng Muntinlupa for treatment of stab wounds in the body as well as bruises and contusions.
Chief Inspector Romanita Bulanon, Muntinlupa City police station duty officer, revealed that the shooting happened around 12 a.m., Saturday, at the Caltex convenience store in the Madrigal Business Park along Alabang-Zapote Road.
Bulanon said that before the shooting (sic), the security guards and the janitor were engaged in a drinking spree while Cesar, Rivera and several other companions were in a similar session seated across from them along a long table.
At some point, the Muntinlupa City police station duty officer pointed out, the men argued over a chair that both groups were claiming ownership over and neither wanted to give up.
The heated argument caused a melee to erupt between the groups of drunken men until one of the security guards allegedly drew a knife, with which he stabbed Cesar and Castillo. When the victims keeled over bloodied, the three suspects fled leaving behind their companion Calcaña who was accosted and turned over to the custody of responding policemen.
The victims were taken to the nearest hospital by their companions.
The arrested security guard remains detained at the Muntinlupa City police holding cell pending the filing of charges of frustrated homicide against him before the city prosecutor’s office while his alleged cohorts are the subject of follow-up operations for their arrest.

MANILA, Philippines — The Muntinlupa City government has reminded residents that selling firecrackers is illegal in the city.
The policy is based on the existing Executive Order 14 issued by Mayor Aldrin San Pedro last year, which strictly enforces the firecracker ban in Muntinlupa.
San Pedro said the move aims to protect the public from the dangers of firecrackers, which result to injuries and deaths.
“Every year, many people especially children get maimed or die from firecrackers. The firecracker ban in Muntinlupa aims to prevent this,” the mayor said.
The ban will be enforced by the Muntinlupa police, Public Order and Safety Office, Business Permit and Licensing Office and the City Public Market Office.
The city government no longer issues permits to sellers of firecrackers. Those found guilty of selling firecrackers and pyrotechnics will have their business license revoked.
Dr. Edilinda Patac, city health officer, said that last year, 581 people were injured by firecrackers in Metro Manila citing data from the Department of Health (DoH).
She said the Muntinlupa City government is supporting the DoH’s “APIR” campaign, which stands for “Aksyon: Paputok Injury Reduction.”
The campaign encourages people to celebrate New Year without using firecrackers.
Some cities in Metro Manila have designated firecracker zones where revelers can light up pyrotechnics.
One of them is Caloocan, where there will be firecracker zones in every barangay.
Mayor Enrico Echiverri, warned that persons caught lighting firecrackers outside the zones will be arrested and charged.
“The implementation of firecracker zones will be done for our own safety, thus I appeal to everyone to follow this directive so that we’ll have worry-free celebration this New Year,” Echiverri said.
The mayor also coordinated the directive with the Councilor Ricojudge “RJ” Echiverri, president of the Liga ng mg Barangay sa Pilipinas, to observe the proper implementation of firecracker zones in their areas.
Echiverri however, announced that government hospitals in Caloocan were prepared to receive firecracker victims and they have stocked up on medical supplies for the New Year revelry.

Paranaque Bureau of Fire ready for paputoks

The Parañaque Bureau of Fire Protection (BFP) is maintaining its heightened alert status during the Yuletide Season owing to increased probabilities of fires from likely causes: Pyrotechnics, sub-standard Christmas lights, overloaded outlets and “octopus connections”.
Parañaque City Fire Marshal Supt. Manuel Manuel said that the local BFP continues with its fire safety inspections in all business establishments as part of the implementation of R.A. 9514 (Fire Code of the Philippines).
To further develop awareness on this special concern, said government bureau has kept up with its information campaign on fire safety, from prevention to response. In time for the season, it is promoting its “Iwas Paputok” agenda which advocates alternative ways of greeting the New Year in place of pyrotechnics.
“The Parañaque Local Government is one with the Bureau of Fire Protection and the Philippine National Police in keeping our locale a safe community. We encourage our citizens to continue contributing to the effort to keep it so.“, Mayor Jun Bernabe said.
In a related development, said local government unit has instructed its City Health Office to intesify its information drive vs. use of pyrotechnics in merry-making in line with the Dept. of Health’s “APIR Aksyon: Paputok Injury Reduction” Campaign and readied its Parañaque Emergency Response Unit (P.E.R.U.) and F.V. Bernabe, Sr. Memorial Hospital for expected pyrotechnic injuries.

Free Skyway toll for Christmas and New Year’s eve’s!

MANILA, Philippines — Motorists who have not tried using the elevated Skyway from Buendia in Makati to Alabang in Muntilupa City may now experience it for free–but only on Christmas and New Year’s eve.
This after the operator of the Metro Manila Skyway decided to waive toll collection from 10 p.m. of December 24 to 6 a.m. of December 25, and from 10 p.m. of December 31 to 6 a.m. of January 1 for both the at-grade (ground level) and the elevated sections of Skyway.
Skyway vice president for operations Ed Nepomuceno said the Christmas and New Year’s eve toll holiday at Skyway is their holiday gift to motorists who have been patronizing the expressway.
“This is our way of showing appreciation to our patrons every yuletide season,” he said.
Nepomuceno encouraged motorists to take advantage of the toll holiday to see the difference of using the at-grade and the elevated sections of the Skyway.
“Skyway users who do not normally use the elevated expressway have the opportunity to try it and experience the shortened travel time,” he added.
Similarly, a toll holiday will also be implemented at the whole stretch of South Luzon Expressway (SLEx) from Muntinlupa to Sto. Tomas in Batangas.
SLEx will be toll free from 10 p.m. of December 24 to 6 a.m. of December 25, and from 10 p.m. of December 31 to 6 a.m. of January 1, according to Isaac David, president of the South Luzon Tollway Corporation.
On the other hand, no toll holiday will be implemented at the North Luzon Expressway and Subic-Clark-Tarlac expressway, while no confirmation was extended by executives of the Manila-Cavite Toll Expressway and the Southern Tagalog Arterial Road.
