MANILA, Philippines—What began as a bicycle ride with friends for the manager of a local shipping firm on Saturday ended in his abduction, with a number of men dressed in police uniforms whisking him away to a still unknown location.

The Las Piñas Police identified the victim as Vicente Cordero III, 27, the manager of Shogun Ships Co. Inc., which specializes in transporting petroleum products from local refineries to individual clients.

Senior Superintendent Romulo Sapitula said that the incident happened at about 7:30 a.m. Saturday while Cordero was biking with his companions along Daang Hari Road in front of the Versailles Subdivision in Las Piñas.

“Apparently, then, a white Mitsubishi Adventure van with plate number WBF 237 blocked the group. Only Cordero was taken away,” Sapitula said.

Around six men, all wearing the Philippine National Police athletic t-shirts and carrying M16 rifles and .45-caliber pistols, grabbed the struggling Cordero and threw him inside the van.

The kidnappers then drove off toward Alabang.

Sapitula said the police have yet to identify the abductors.

“While we still do not know who did this, our officers are monitoring the city to spot the vehicle used,” he said, adding investigators were still trying to determine a motive for the abduction.

Barangay officials and green volunteers in Las Piñas City are conducting series of clean up activities this summer to clear water ways and all tributaries of wastes in preparation before the on set of the rainy season to prevent flooding.

Las Piñas City Mayor Vergel Aguilar said former Mayor Imelda ”Mel” Aguilar, the city’s clean and green chairperson, is on top of the clean up activities. The move, he explained, is to strengthen city government’s effort to “care for the environment, maintain cleanliness and attend to the physical and cultural well-being of our people.”

“In fact, we have launched our No-plastic Campaign and declared war against all forms of destructive environmental practices as our contribution to save Mother Earth,” Aguilar said.

Mel, for her part, said regular collection of garbage by more than 40 compactor trucks will be maintained, adding that more than 300 “Task Force Kalinisan” volunteer brigades and maintenance of the 1,000-strong Kaagapay sa Kalinisan at Kagandahan ng Las Piñas volunteers are doing the clean up and beautify major and secondary streets with necessary landscaping and fencing of open spaces.

She added greening of major thoroughfares and open spaces, including the construction and development of tree parking in almost all 20 barangays will be pursued.

The more than 1,000 green volunteers are in close coordination with barangay officals and homeowners for the conduct of the massive clean-up in their respective barangays and disseminate information and awareness to maintain cleanliness.

Aguilar likewise appealed to the residents and homeowners and school authorities to strengthen and maintain regular clean up drive activities in their surroundings to arrest the possible spread of disease.

“We could not be complacent. We must take all the necessary preventive measures to ensure a safe and clean environment not only to protect the people but Mother Earth as well,” Aguilar said.

“Maintaining and strengthening clean and green program made us a multi-awarded city. We are able to sustain our development in the past and well into the future – truly making Las Piñas our City, our Home,” Aguilar he added. (END)

MANILA, Philippines – A concession agreement was entered last April 3, 2012 between the Philippine government through the Department of Public Works and Highways and the Ayala Corporation for the construction, operation and maintenance of the Daang Hari-SLEx Link Road.

The four-kilometer Daang Hari-South Luzon Expressway Link Road Project bagged by the Ayala group during the December 2011 open, transparent and competitive bidding at the DPWH central office is the very first infrastructure-building project auctioned by the President Benigno S. Aquino administration under Public-Private Partnership (PPP) framework.

The concession agreement was signed by DPWH secretary Rogelio L. Singson and Ayala Corporation chairman and chief executive officer Jaime Augusto Zobel de Ayala with DPWH undersecretary Rafael C. Yabut, DPWH assistant secretary Maria Catalina E. Cabral, and Ayala Corporation managing directors John Eric T. Francia and Ginaflor C. Oris as witnessed.

Secretary Singson said that the Daang Hari-SLEx Link Road Project would provide strategic access to the Cavite and Laguna area and much-needed relief to traffic in the congested Alabang-Zapote Road and Commerce Avenue.

Daang Hari-SLEx Link Road Project is a key component of the DPWH Metro Manila Urban Expressway Network Master Plan which intends to provide a high-standard highway within a 200-kilometer radius of Metro Manila

The Daang Hari-SLEx Link Road will be an additional access between Metro Manila and Cavite connecting rapidly growing towns of Imus, Dasmariñas and Bacoor to SLEx near the Susana Heights Interchange.

The DPWH chief welcomed the entry of Ayala Corporation as new key player in the tollways operation and is expected to further raise the standard for convenience and safety for motorists and travellers.

He also looks forward to awarding two (2) or more projects namely the NAIA Expressway Phase 2 Project and the North Luzon Expressway (NLEx)-South Luzon Expressway (SLEx) Connector Project in addition to construction of more bridges and schoolbuildings in coordination with Department of Education.

Private sector financing in the construction, operation and maintenance of key infrastructure undertakings would also enable the government to channel funds for the upgrading and improvement of national roads and bridges nationwide, with the national arterial road targeted to be 100 percent paved by 2014 and national bridges 100 percent permanent by 2016, said Singson.

A very much delighted Mr. Zobel de Ayala said that this initial venture of the Ayala Corporation in the transport infrastructure under the government’s PPP program would provide significant opportunities for synergies within the Ayala group, as it cuts travel time to residential and commercial projects of the Ayala group in the rapidly growing part of the metropolis.

The chair of Ayala Corporation also expressed his deep appreciation to the men and women of DPWH as well as partner government agencies for the transparent, competitive and professional handling of the bidding for this project.

Civil works is expected to commence by May 2012 and the expressway expected to be fully operational on or before November 2013 following the Build-Transfer-Operate (BTO) arrangement for a period of 30 years.

The Ayala conglomerate is getting into this project in partnership with Getinsa Ingineieria, a Spanish engineering company.
