BEWARE Smokers!

 THE Parañaque City Government under the administration of Mayor Florencio Bernabe, Jr. will implement its anti-smoking campaign on February 06, 2012. For this initial implementation, coverage will be confined to Barangay San Antonio; Parañaque City Hall; and this LGU’s outside facilities, among them the F.V. Bernabe, Sr. Memorial Hospital, P’que Livelihood Resource Management Office Bldg., VCG <Blue> Bldg.

 

    The legal framework for said implementation are R.A. 8749 or the Clean Air Act of 1999; R.A. 9211, otherwise known as the Tobacco Regulations Act of 2003; Parañaque Ordinance No. 10-09, Series of 2008; and City Resolution No. 11-001, Series of 2010.

 

     An added basis for enforcing the smoking restrictions in government vehicles, facilities, and premises is Civil Service Commission (CSC) Memorandum Circular No. 17. Meanwhile, the smoking ban on all land public utility vehicles and terminals is reiterated in LTFRB Memorandum Circular No. 2009-036.

 

     Classified “Absolute Smoke-Free Areas” are:

1)All government vehicles, structures and premises;

2)Elevators and stairwells;

3)Locations in which fire hazards are present, including gas stations and storage areas for flammable liquids, gas, explosive or combustible materials;

4)All centers of youth activity such as play schools, preparatory schools, elementary schools, high schools, colleges and universities both public and private; youth hostels and recreational places for persons under eighteen (18) years old;

5)Within buildings and entire premises of public and private hospitals; medical, dental and optical clinics; health centers, nursing homes, dispensaries and laboratories;

6)Public utility vehicles, transportation terminals, offices and buildings, recreational places, shopping malls, movie houses, hotels and restaurants;

7)All places of worship;

8)Inside museums, libraries, auditoriums and coliseums both public and private;

9)Inside groceries, supermarkets and convenience stores;

10)Inside markets both public and private;

11)Inside public comfort rooms; and

12)Public outpost.

 

     “The Parañaque City Government is serious as it is determined with its anti-smoking campaign as it strives to have a healthy populace and a clean environment. We urge smokers to give-up this habit for their own sake and for the benefit of their family and the public.”, Mayor Jun Bernabe said.

 

     A taskforce composed of barangay and city government employees, deputized citizens and Parañaque PNP personnel has been formed to enforce the anti-smoking campaign.

 

     The fines and penalties for individual violators are as follows: Php500.00 for the first offense; Php1,000.00 for the second; and Php1,500.00 for the third. Violations by establishments will be meted as follows: Php2,000.00 for the first offense; Php3,000.00 for the second; and Php5,000.00 or a penalty of closure of the business establishment for the third violation.

 

     For government employees, added disciplinary action for failure to comply with said CSC circular are suspension of one month and one day to six months for the first offense and dismissal from the service, and forfeiture of benefits; disqualification to hold public office; cancellation of eligibilities; and being barred from taking the civil service examination for the next violation.

The Parañaque City Government under the leadership of Mayor Florencio Bernabe Jr. will hold another job fair on February 07, 2012 from 9:00AM to 5:00PM at the Event Center of SM City Sucat in Brgy. San Dionisio, this city.
 
    Dubbed as “Asenso Parañaque Job Fair 2012”, said activity was organized by the Parañaque Livelihood Resource Management Office (PLRMO) headed by Ms. Doris Marquez.
 
    “Improving livelihood prospects is a top priority agenda in my administration. We continue to make gains in this area by providing skills training; generating jobs; organizing cooperatives; and creating community-based income generating projects.”, Mayor Jun Bernabe said.
 
     Job applicants are advised to come in appropriate attire with their resume and other necessary documents such as copies of transcript of records and diploma; clearances from past employers, the local police and NBI; and recently taken ID photos, among others.

In a statement from Barangay BF Kagawad Noel Azarcon, he said that the Barangay Hall has been accepting applications since the first working day of the year.

“The administration would like all business owners to attend to this matter immediately to avoid any inconveniences that may hinder their normal business operations,” said Azarcon last week.

For those that have not renewed their business permits yet, here are the requirements:

I.              New Business

  1. Valid DTI certificate for Sole Proprietorship
  2. Valid SEC Certificate for Partnership and Corporation (with articles of incorporation)
  3. TCT or Tax Declaration
  4. Contract of Lease (if rented)
  5. 2”x2” Picture of Business Owner
  6. 4R Picture of Establishment (front view of shop/office including parking)
  7. Homeowners Association Endorsement (for non commercial areas)

II. Renewal Business

  1. Valid DTI certificate for Sole Proprietorship
  2. Valid SEC Certificate for Partnership and Corporation (with articles of incorporation)
  3. Previous Barangay Business Plate or Previous Barangay Clearance Papers
  4. Contract of Lease(if rented)

The barangay registration, according to the kagawad is now more efficient and more importantly faster as they now employ a computerized system.

Azarcon, in behalf of Barangay chairman Jeremy Marquez, also reminded establishments along Aguirre and President’s avenues to make sure they have adequate parking spaces for their customers.

“This will lessen incidents of double parking and decongest the traffic along those said roads,” said Azarcon.

The Parañaque City government under the administration of Mayor Florencio M. Bernabe, Jr. has extended the deadline for the renewal of business permits for the Year 2012.

 

Following City Ordinance No.12-01, Series of 2012, the payment of local business taxes, fees and charges without penalties and surcharges is extended from January 20, 2012 to January 31, 2012 provided that the application for renewal of business permit has been filed at the Business Permits and Licensing Office on or before January 27, 2011 and the taxes, fees or charges due thereon have been assessed by the City Treasurer’s Office.

 

The extension was made to give establishments added time to prepare the required documents, likewise to accommodate the influx of investors and growing business population of the city. It is also intended to prevent the rush of last minute payments.

 

“As a kind and caring city government, we have adopted business-friendly programs. Apart from the deadline extension, the Parañaque City Government receives kudos for its one-stop shop set-up; fully-computerized system; and anti-fixer/red tape safeguards that guarantee fidelity, accuracy and speed of transactions; and the comfort our fully air-conditioned service lounges provide.”, said Mayor Jun Bernabe.

 

For the convenience of taxpayers, they will also be given parking priority at the Parañaque City Hall grounds.

 

Meanwhile, establishments are reminded that the City Treasury will only accept cash and manager’s or cashier’s checks written in favor of the City Treasurer of Parañaque as payment. Company administrators and representatives are also advised NOT to deal with fixers but instead report them to the Office of the City Mayor.

59 Parañaque senior citizens got a big treat on Thursday, January 5, 2012 as they received their social pension from the Dept. of Social Welfare and Development-NCR in a cash payout at the Parañaque City Hall. 45 more elderly citizens are expected to turn up within the week to complete the list of 104 qualified beneficiaries. 

     Said elderly citizens qualified under the criteria set in the DSWD National Household Targeting System for Poverty Reduction among them the following: They must be registered with the Parañaque Office of the Senior Citizens Affairs (OSCA); they are not recipients of other pension benefits (GSIS,SSS, AFPMBAI, etc.); and are not getting any support from their families.

     The DSWD’s Social Pension Program is provided under Republic Act 9994 which is also known as the Expanded Senior Citizens Act of 2010. Under said law, indigent seniors shall be given a P500.00 monthly pension to help them with their everyday needs.  Extended on a quarterly basis, the earlier payouts were made in March and October 2011.

     The Parañaque seniors thanked the DSWD-NCR and the Parañaque City Social Welfare and Development Office under Mr. Dean Calleja for arranging the conduct of the payout in the city, making it more convenient and economical for them in terms of travel time and transportation fares.  

     “We laud the national government for caring for the country’s elderly. We, in Parañaque do the same, regarding them with high esteem; recognizing their invaluable contributions to community development and nation-building; and repaying the debt of gratitude by giving them special privileges, among them local legislations requiring private enterprises and public institutions in the city to set up express lanes and amenities for senior citizens, persons with disabilities and pregnant women; donations of wheel chairs for the elderly, like PWDs; free blood chemistry and H1N1/seasonal flu immunization under a special program. We will continue to introduce more measures as aid to our senior citizens.”, Mayor Bernabe said.
