Filed Under News, Paranaque | Leave a Comment
Parañaque City’s socialized housing program got a big boost on Wednesday after the request of Mayor Florencio Bernabe, Jr. for the Parañaque City Government to be given priority in the allocation of the Php10B Pnoy Fund was considered by the National Housing Authority (NHA).
An initiative of the Office of the President, placed under the administration of NHA, the program is designed for the relocation of informal settler families (ISFs) along waterways.
In an official communication, NHA General Manager Atty Chito Cruz informed Parañaque Mayor Jun Bernabe that his proposed site/project at Silverio Compound in Brgy. San Isidro has been considered for inclusion in the 2012 work program utilizing the allotted Php10 Billion accelerated disbursement fund for resettlement.
Using the said fund allocation, medium rise buildings will be constructed in the 3 hectares Silverio Comp. socialized housing area which will more or less generate units for 1832 families.
Supported by NGOs and other stakeholders, the city will be in partnership with the accredited builders and designers and respective community association in the implementation of the socialized housing project.
“When the project is completed, Silverio Compound will emerge as a clean, beautiful, healthy peaceful and progressive community with legitimate homeowners instead of squatters, a fine place to live in.”, Mayor Jun Bernabe said.

From abs-cbnnews.com:
MANILA, Philippines – The Commission on Human Rights (CHR) condemned Monday alleged acts of police brutality during the demolition of illegal market stalls in Silverio Compound in Parañaque.
CHR Chairwoman Etta Rosales said news reports clearly indicate that police used excessive force to drive away illegal settlers who fought the demolition team Monday morning.
“It was very clear that when they had arrested some of the people, they started hitting them. They continued to hit them. You know, it is unlawful to strike back at arrested persons. That’s one very clear violation,” she told ANC.
She also protested the use of guns during the demolition even if police insist that they used blanks and not live ammunition. “Using blanks is a lot of hogwash. It’s unbelievable,” she said.
She added: “An agent of the state has a responsibility to promote peace and order. They should not provoke.”
Rosales faulted Parañaque Mayor Florencio “Jun” Bernabe Jr. for failing to conduct a dialogue with the settlers. She said residents would have left their illegal settlements if they were informed properly.
She urged the local government to be more compassionate with the illegal settlers and sympathize with their plight.
At least one person was killed while 30 more were injured during Monday’s demolition at Silverio Compound.
‘Hakot’ crowd started violence?
Rosales, meanwhile, called for an investigation on reports that the violence during the demolition was started by protesters who were not residents of the barangay.
The CHR chief said she received reports that some people who started fighting the police were bused in.
“Normally, residents or informal settlers hindi naghahakot and they do not throw molotov cocktails. Tapos, nagtatapon ng mga malalaking bato. As I understand this, informal settlers are willing to dialogue. You create the conditions for dialogue and they will dialogue,” she said.
Groups condemn violence
Various groups condemned the violence during Monday’s demolition at Silverio Compound. Among the groups that condemned the violence were the End Impunity Alliance, Promotion for Church People’s Response, Anakpawis, Bayan, COURAGE and Karapatan.
A Karapatan National Capital Region (NCR) paralegal team claimed 4 residents were killed in the demolition. They were identified as Bodging Isaias,16, Rodman Ortega, 16, Raymond Aquino, 36, at Arnel Tolentino Leonor, 21.
Meanwhile, some 36 persons were injured and 30 arrested in the violence.
COURAGE president Ferdinand Gaite said the excessive use of force and violence should be investigated and the responsible officials be held accountable.
SM Development Corporation has denied any involvement in the demolition. In a statement, SMDC said it is not involved in the demolition of existing structures in the Silverio Compound or in the dispersal of the protesters.
“SMDC is not the owner of the Silverio Compound. SMDC does not have any plans of developing the said area into a condominium project,” the company said in a statement.
It questioned why the company’s name is being dragged into the incident.

Entertainment City Manila to provide jobs to Paranaque residents
Filed Under News, Paranaque | Leave a Comment
PARAÑAQUE City Mayor Florencio Bernabe said the completion of the Entertainment City Manila, a casino and tourism complex, will generate around 1 million jobs and most of these will go to the city’s residents.
Bernabe also said the project, under the stewardship of Philippine Amusement and Gaming Corp. (Pagcor) Chairman Cristino Naguiat Jr., will “translate to huge taxes and revenues for the city and thousands of job opportunities to city residents. It will make Parañaque at par with Las Vegas in the US.”
He said the project will generate at least 4,000 jobs for city residents once it starts initial operations by the third or fourth quarter of this year.
“Pagcor’s Entertainment City Manila project is of great importance to Parañaque,” Bernabe added.
Earlier, Naguiat said the mixed-use gaming and entertainment multibillion project will transform the Philippines into one of the premier tourist destinations in the world.
“A 10 percent share in the $115 billion global gaming pie will give the Philippines $11.5 billion in revenue, making the country an even bigger destination than Las Vegas in terms of earnings. If we succeed, we will generate an additional 1 million jobs and bring in a million more tourists,” he said.
Naguiat also said that “Pagcor is committed to creating a multifaceted leisure and entertainment center that is internationally benchmarked.
“We will also continue to emphasize the strength of our human resources,” he added.
The Entertainment City project site spans 961,937 square meters at the bay area of Parañaque City plus 141,250 square meters at the Aseana Business Park and Mall of Asia Complex. Of the project’s total land area, 561,937 square meters was bought by Pagcor.
The four companies granted licenses to build, own and operate integrated resorts in Entertainment City Manila are the SM group, through gaming- and leisure-oriented unit Belle Corporation; Okada’s Aruze Corp.; Enrique Razon’s Bloombury Corp.; and Travellers International Hotels.
Pagcor guidelines require a minimum $1-billion investment in each integrated resort. Each licensee is also required to build a minimum of 250,000 square meters of floor area and complete 800 hotel rooms with an average room area of 40 square meters.

Residents at Tucuma Compound in Barangay Merville placed human waste in plastic bags that they placed in a large drum, to throw at the demolition team, radio dzBB’s Sam Nielsen reported.
“Isip namin ang hindi nakakasakit (We want to repel them but we don’t want to cause injuries),” said one of the residents, Ramil Asturias.
However, other residents were reported on GMA News TV to have stockpiled bottles for throwing at police and demolitions teams.
Asturias said the families in the area have lived there for decades and it would be hard for them to find work if they are relocated.
