Committed to serve, Las Piñas City Mayor Vergel ‘Nene’ Aguilar and other city officials lead activities to highlight the city government’s banner programs and to further provide and improve public service and care for the environment as it celebrate its 15th cityhood anniversary and 105th year of Foundation today (March 26 & 27, 2012).

 

“We are delighted to celebrate another milestone in Las Piñas history,” Aguilar said citing that the various programs and projects embark through the local government have benefitted the residents. 

 

Aguilar said “Las Piñas @ 15:  Healthy and Happy. The local government is working for you” is attributed to the priority projects and programs for the benefit of the residents and strengthened environmental protection to ensure the safety of the people.

 

He explained that the city government has provided free daycare and college education as well as information technology courses to thousands of students to provide better opportunities and improve their living conditions, free hospitalization, health care and development of informal settlers. The city likewise embarked on infrastructure of schools/classrooms building, road repairs and improvements.

 

To maintain environmental protection, the city recently adopted the No-plastic campaign, planted thousands of trees, continuous clean up of esteros and drainage systems which earned the city a UN award for clean environment.

 

Las Piñas through the years is a multi awarded city, besting other cities in the National Capital Region. Aguilar said.

 

“As Las Piñas celebrates its 15th cityhood anniversary, we thank all the sectors that comprise the community for their support and valuable contributions to the progress, growth and development of the city,” Aguilar said.

 

The city’s growth and development is attributed to the judicious, responsible and careful spending of taxpayers’ money. This is despite the small revenue of the city compared to other neighboring cities like Muntinlupa, Paranaque, Pasay and Makati, Aguilar said.

 

Aguilar vowed to pursue further development and environmental protection for the people and maintained the legacy he built with support of the city council of shared accountability and good governance to improve the lives of the residents.  (END)

The legal battle between Las Piñas City residents and the contractor for the reclamation project beside a bird sanctuary in Manila Bay may put siblings belonging to an influential political clan in the city on opposite sides of the fence.

Supported by over 300,000 residents, former Representative Cynthia Villar is going head-to-head against her brother, City Mayor Vergel Aguilar over issues on The Three Island Reclamation and Development Project proposed by the Philippine Reclamation Authority and Alltech Contractors Inc.

Villar said she had been speaking with her brother to emphasize how critical the project would impact on the city if it pushes through.

“I feel strongly about this,” she said, pointing out that relatives need not be on the same side of an issue at all times. “I hope he (Mayor Aguilar) doesn’t take this personally because we are being professional about it.”

Villar said she told the mayor to be cautious about giving the go signal to the proposal and should be critical of the study the contractor presented to them of which he was the spearhead.

“I told him, ‘Why did the [project] proponent do the study?’” she said. “An independent body should do that.”

The city government appears to have already given its commitment, she said, details of which she did not elaborate.

Seeking an injunction from the Supreme Court through a writ of kalikasan would probably have the city government “renege on their commitments,” she added.

The proposed P14-billion project site sits beside the protected coastal lagoon known as the Las Piñas-Parañaque Critical Habitat and Ecotourism Area, which serves as a sanctuary for migratory birds.

Citing a study, Villar said the reclamation project would impede the flow of water from the Las Piñas and Zapote Rivers, two major tributaries she helped rehabilitate, and would result in the flooding of at least 15 of the city’s 20 barangays (villages).

The city of Las Piñas will soon enjoy litter free of plastic bags and packaging materials with the passage of ‘The plastic bag regulation ordinance’ by the city council imposing stiff penalty to violators.

Mayor Vergel Aguilar said the passage of the ordinance is the local government’s determined efforts in maintaining the ecological balance within their territorial jurisdiction consistent with the mandate of the Constitution to protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.

The city council presided by vice mayor Louie Bustamante passed the ordinance last September 15, which prohibits commercial establishments from using thin film, single use, or carry-out plastic bags of carrying away purchased goods. The corresponding implementing rules and regulation (IRR) for enforcement of the same has been submitted which shall take effect by January 1, 2012.

Aguilar said the indiscriminate dumping of plastic bags and packaging materials into the environment and its eventual burning in open dumps coupled with an apathetic behavior of the population are exacerbating air pollution, deteriorating water quality, contributing to the shallowing of bays and rivers, and as such constitute a serious threat to public health and the integrity of the ecosystem.

He pointed out that “the Sangguniang Panlungsod  is mandated  to protect the environment and impose appropriate penalties for acts which endanger the environment including such activities which result in pollution, acceleration or eutrophication of rivers and lakes or ecological imbalance”.

“The banning of the use and distribution of plastics bags and polystyrene foam (styrofoam/ styropor) will greatly contribute to a reduction in the volume of solid wastes generated by local communities that end up in canals, waterways, rivers, creeks and streams and eventually in the bay,” Aguilar said.

Section 3 of the Ordinance prohibits commercial establishment from using/utilizing thin film, single use, or carry out plastic bags at the point of sale for the purpose of carrying away goods.

In addition Section 4 prohibits commercial establishment from the use of  Polystyrene Foam (Styrofoam/ Styropor) and other similar materials as containers for food and produce.

Commercial establishments are likewise prohibited from offering or selling plastic bags to be used as packaging materials.

Business establishment caught violating any of the prohibited acts above shall face the penalties of: P1,000.00 fine for first offence; P3,000 for the second offence and third offence; P5,000.00 fine and/ or imprisonment of not more than (6) months upon the discretion of the court, or worse, cancellation of license to operate for a period of one (1) year.

A massive information education and communication campaigns are now in place to warn and prepare the people of its implementation that also include the promotion of alternative biodegradable packaging materials. (END)

Mayor Vergel ‘Nene’ Aguilar warned city residents against the possible upsurge of water and food borne diseases like dengue, liptospirosis and diarrhea in the wake of the prevalent extreme weather conditions.

The warning came with his instruction for reinforcement of healthy lifestyle campaign being implemented by the City Health Department and the Division of City Schools, particularly among school children.

Aguilar pointed out that while those mentioned illnesses used to occur only during rainy season, however, recent cases attributed its rise due to unpredictable and extreme weather conditions the country has been experiencing.

He particularly called on the school heads, principals and teachers to make sure that food being served in their school canteens are nutritious and clean, the drinking fountain are safe and students are protected from sudden rain fall or extremely hot weather condition.

The mayor said that the continuing cleanliness drive implemented by the city government should be complemented by civic organizations and the residents to ensure the safety of everybody from the possible dreaded effects of illnesses caused by flood waters, unsanitary surroundings or contaminated food. He urges everyone to take active part in the practice of healthy lifestyle like keeping a clean environment and eating right and nutritious food.

“There is no compromise to the safety and well-being of all Las Pineros, and the practice of healthy lifestyle habit is one of my  advocacies since I believe that a healthy people make a livable and progressive city,” Mayor Aguilar said.

On top of ensuring a clean, orderly and safe environment by providing a holistic environmental sanitation program, Las Pinas also makes available regular feeding program for pupils in more than 60 day care centers in the city.

Meanwhile, to ease congestion in the city’s elementary and high schools, additional classrooms have been constructed. To accommodate the increasing number of students, a four (4) storey-16 classrooms school building was constructed on Camia St., T.S. Cruz Subd., Almanza II; a two-storey, 13-classroom in addition to Moonwalk Elem. School – Mikesell Annex; a four-storey, 18 classrooms on Carmencita Village, Talon III and another two-storey, 3-classroom school building in Pulanglupa Elem. School- Camella Annex at Pulanglupa II.

The mayor has also ordered for the construction of additional two-storey with four (4) classrooms for TESDA, and the repair and rehabilitation of seven (7) other elementary and high schools and the Dr. Filemon C. Aguilar Memorial College (DFCAMC).

Las Pinas as 20 public elementary schools and 10 high schools, with DFCAMC and the IT school – Dr. Filemon C. Aguilar Information Technology Institute (DFCAITI). (END)

Las Piñas City Mayor Vergel “Nene” Aguilar directed city police chief to deploy additional police patrol and 16 motorcycle-riding anti-street crime operatives (MASCO) to strengthen police visibility in city.

  

The order to P/Superintendent Noel Mecayer, city chief of police, came in the wake of reported akyat-bahay and other petty crime incidents in the city recently to ensure the safety and security of the residents against possible crimes.

 

The additional anti-crime measure was presented before NCRPO Chief Leocadio Santiago in a meeting with Mayor Aguilar last Wednesday September 15 to discuss the peace and order situation in the city.

  

Aguilar said police patrol and motorcycle-riding anti street-crime operatives will be deployed in vital installations like banks, shopping malls, jeepney and bus terminals, markets, government offices and schools to avert any criminal activities of notorious gangs and criminal syndicates.

 

The city’s Special Weapons and Tactics (SWAT) personnel are also on standby and man strategic areas for a quick response on any high profile crime incidents. Policemen in proper uniform are instructed to conduct checkpoint especially at night.

 

Aguilar also reinforced the monthly dialogue with various homeowners’ associations as part of its efforts to engage the residents in effective anti-crime campaign. Security guards in subdivisions and villages are also tapped to help in the revitalized peace and order measures.

 

Meanwhile, Vice Mayor Louie Bustamante also suggested to set up police personnel in every barangay to help in the anti-crime operations to ensure more effective and quick response to any emergency situation. This is to augment the roving barangay patrol in the 20 barangays for the upkeep of peace and order.
