MANILA, Philippines – A police officer responding alone to a commotion in a Muntinlupa slum was gunned down at past midnight yesterday.

Police Officer 2 Richard Santos, 42, was shot in the neck, stomach, and shoulder allegedly by Norberto Pote, 38. He was declared dead at the Ospital ng Muntinlupa at past 1 a.m.

According to Chief Inspector Giovanni Martinez, head of the city police intelligence unit, Santos was driving a motorcycle through the East Service Road along Barangay Cupang at about 12:45 a.m. when he was called by barangay watchman rushing out of the Batiquin compound.

The watchman knows Santos as a policeman and asked him to stop a drunk Pote from brandishing his gun before his neighbors.

“Pote at that time had just shot his drinking buddy and neighbor Manuel Caillo in the leg,” Martinez said, adding it was not yet established why the two fought.

Santos accompanied the watchman and tried to talk to the suspect, who refused to back down and shot the policeman instead.

Martinez said Santos wanted to shoot back but couldn’t because Pote was holding his teenage daughter.

Pote reportedly grabbed his daughter after they tried to arrest him for shooting Caillo, 50. Martinez clarified that Pote did not hold her hostage.

Pote ran home after shooting Santos, where he was later arrested. He will be charged with murder for Santos’ death, and frustrated murder for shooting Caillo.

Martinez, the victim’s immediate superior, described Santos as “hardworking.” Santos’s remains will be laid in a chapel near his parents’ house in Las Piñas City, Martinez said.

Police in southern Metro Manila on Thursday tightened security around the offices of major oil firms, in anticipation of protests by militant groups against high prices of fuel.

Southern Police District deputy head Senior Superintendent Federico Castro ordered at least 200 police personnel to guard the offices of Shell, Chevron and Petron, radio dzBB’s Sam Nielsen reported.

Castro said that while organizers claimed they would picket only the office of Petron, he does not want to take chances of lightning rallies at other oil firms’ headquarters.

He said he has also ordered his personnel to keep watch over routes in southern Metro Manila that may be affected by Thursday’s protest.

These include jeep routes in Alabang, Las Piñas, Parañaque and Muntinlupa Cities, he said.

Militant groups had planned a protest caravan against high fuel prices for Thursday. The caravan was to start at the Quezon City Memorial Circle and proceed to Makati City.

Other activities include:

- A five-minute road blockade by urban poor group Kadamay at EDSA North Triangle

- A “kuliglig” (improvised tricycle) parade in Manila

- A lantern-flying parade in Caloocan City at 4:30 p.m.

- A noise barrage at the Pandacan oil depot and markets in Metro Manila including Trabajo and Divisoria. Noise barrages are also scheduled at Marikina Bridge and Caloocan City; and in San Juan City.

In Quezon City, meanwhile, city administrator Victor Endriga said they have readied at least 147 emergency response mini-vans to ferry commuters who may be stranded.

But Endriga stressed city employees will have to report for work.

MANILA, Philippines — Police blotters coming from the National Capital Region will be going high-tech, as the NCRPO tests its e-blotter this September.

The move will make metro police records available to officers at the Philippine National Police Headquarters in Camp Crame, PNP chief Director General Raul Bacalzo said during the inauguration of the Center for Law Enforcement Studies (CLES) Building at Camp Crame Tuesday.

“Sa halip na mano-mano, magiging hi-tech [Instead of manual, it's now going to be hi-tech],” said Bacalzo, adding that the records will be automatically available to the PNP Headquarters.

Bacalzo expressed hope that the service would eventually change for the better with the use of “relevant technology,” starting with the e-blotter.

Although the NCRPO will still be evaluating the e-blotter system for improvements, Bacalzo said that this would be secure and protected against hacking. He said that the e-blotter system was protected so that “hindi mabago ng sinuman yung entry [the entries cannot be changed by just anybody].”

But the e-blotter system was also meant to help police officials check on how efficient their officers were in addressing cases, said Bacalzo.

He said that by having access to the records, officers from the headquarters would be able to check how quickly police would respond to incidents and to track the progress of investigations.

He said that the force was targetting placing one computer for encoding police blotters in every metro station.

An officer will also be assigned to focus on encoding entries from the police blotter, Bacalzo added.

MANILA, Philippines – A police officer died following an encounter with armed men in Alabang, Muntinlupa on Sunday night.

The victim, identified as PO1 Alvin Ammak, sustained a gunshot in the chest after exchanging fires with two armed men at Montillano Footbridge in Alabang.

Initial report said Ammak came to the rescue of another victim, Lancelot Padlia, who was shot in the face by the suspects. Padlia is now in stable condition.

According to a witness, Padlia had a heated argument with some of his drinking buddies at a videoke bar.

Doctors tried to revive Ammak for 45 minutes but he did not survive.
