DON’T dare fool with the “WAIS” of wise Muntinlupa City policemen.
Actually, the WAIS or Warrant of Arrest Information System of the Muntinlupa City PoliceStation under Senior Supt. Conrad Capa has been instrumental in the arrest of a number of wanted persons who thought they could get a Police clearance from the local police.
National Capital Region Police Office chief Director Leonardo A. Espina and Southern Police District director Chief Supt. Benito Estipona said the WAIS program has really been a big boost in their campaign against wanted persons in Metro Manila.
“It has been very helpful in tracking down fugitives. In fact, even fugitives who merely walked in to get a police clearance have been arrested as a result of the program,” said Espina.
So far this year, at least five wanted persons have been arrested by the Muntinlupa City police while applying for a police clearance, their identities discovered after a mere click of the database of WAIS which is actually a Tagalog slang for wise.
Latest of them was Dennis Arandia, a 27-year-old man wanted for theft. Capa said Arandia was applying for an employment clearance 2 p.m. Tuesday last week when his name registered at their WAIS as a man with a standing warrant of arrest for theft issued by Judge Glenn Santos of the Pasig City Regional Trial Court Branch 68. The suspect, who needs to post a Php20,000 cashbail, was promptly arrested by SPO2 Lino Taytay, PO3 Margaret Marcelino and PO2 Mary Jane Lukban, all members of the Muntinlupa Police Clearance and Warrant Section.
Last October 22, the Muntinlupa policemen also arrested Zshirneil Cantarona, a 34-year-old janitor at the NAIA Centennial Terminal, when he applied for a police clearance which is a requirement for the renewal of his employment contract.
Capa said a check with their WAIS database showed that Cantarona has a standing warrant of arrest for rape with no bail recommended by Judge Aida Estrella Macapagal of the Parañaque City RTC Branch 195 last September 11.
The suspect was promptly arrested by PO2 Lukban.
Another suspect, identified as Robert John Kristopher Estupin, 22, a resident of Bayfair Subdivision in Bgy. Putatan, Muntinlupa City, was also arrested while applying for a police clearance at the Muntinlupa police headquarters. Capa said a check with the WAIS database showed that Estupin has a standing warrant of arrest for robbery issued by Judge Juanita Guerrerro of the Muntinlupa RTC Branch 204. A Php10,000 bail was recommended for his temporary liberty.
